民進黨總統候選人蔡英文公開嘲諷馬英九總統「坐在冷氣房通過國際人權公約、制定相關施行法」，總統府發言人陳以信今天(11日)表達「強烈遺憾」，批評民進黨是「自己做不到，就說別人不好」的酸葡萄心理作祟。
陳以信指出，民進黨號稱民主政黨，可是執政8年，卻沒有批准兩項聯合國國際人權公約，而馬總統上任僅一年，就完成批准與施行法的制訂，民進黨因吃味而冷嘲熱諷，恰恰反映出民進黨的狹小氣度與格局。
陳以信舉出多項實例批評，蔡英文違反民主與人權的案例所在多有。包括民進黨立院黨團，以各種荒謬理由，暴力方式霸占立法院主席台，癱瘓國會正常議事，七年多來累計高達93次。去年3月22日晚上，激進民眾暴力占據行政院時，蔡英文無視民主法治精神，還前往現場聲援暴力行為等。
此外，根據美國非政府組織「自由之家」(Freedom House)今年公布的「2015全球自由度報告」，我國名列「自由國家」，在政治權利項目獲得最佳的第一級評價，在公民自由項目則被評為第二級，整體優於南韓、香港與新加坡。陳以信強調，馬總統並在總統府下設「人權諮詢委員會」，由副總統吳敦義擔任召集人，並提出台灣人權報告，兩年一次，邀請世界級學者專家來華評論，甚受好評。
